To promote and co-ordinate throughout the world the study and practice of housing and of regional, town and country planning and development with a view to securing higher standards of housing, the improvement of towns and cities and a better distribution of the population.

The Federation holds periodical congresses. The last congresses were held at New York (1925) ; Vienna (1926) ; Paris (1928) ; Rome (1929), Berlin (1931) and London (1935). The Federation has a Bureau of Information and publishes reports.
