Une Conférence préparatoire s'est tenue à Paris en avril 1919, comprenant des délégués de Belgique, du Royaume-Uni, des Etats-Unis d'Amérique, de France, d'Italie. La première conférence internationale s'est réunie à Rome en juin 1920 ; la onzième à Madrid en avril 1934.

A preparatory Conference was held at Paris in April 1919, and included delegates from Belgium, Great Britain, France, Italy and the United States of America. The first international conference met at Rome in June 1920 and the twelfth at Lucerne in August 1936.
